Stuart was born in Ipswich, and has lived in Felixstowe for 30 years. He is interested in reading and walking, and is passionate about politics. He is also a member of the National Trust.
He has served on the Town Council since 2011, and has been Chairman of Planning and Environment Committee since 2020. Stuart was a District Councillor for 12 years, and currently is also a County Councillor for Felixstowe North and Trimley Division. At County Council Stuart sits on Scrutiny Committee and Development and Regulation Committee.
